Use instant crate in egui-winit for WebAssembly support ( #1023 )

* Replace `std::time::Instant` with wasm-compatible `instant::Instant`
* Change version requirement for instant to be compatible to winit
* Enable wasm-bindgen feature for instant
* Update lockfile
